Provincial Nomination Program

The Provincial Nomination Program (PNP) allows provinces to nominate individuals who wish to immigrate to Canada and are willing to settle in a particular province. These immigrants must have the skills, qualifications and work experience to contribute to the economy of that province or territory. The nominees must also want to live in that province. Provincial Nomination is an important fast-track option for Canadian Permanent Residency. Each Canadian province (except Quebec, which has a different selection system) has its own streams and criteria for their PNP. For instance, provinces and territories may target students, business people, skilled worker or semi-skilled workers.

Provincial and territorial governments use these programs to more effectively and efficiently welcome newcomers to their region. Each PNP is designed to the province's/territory's specific needs to select nominees who will be able to settle into life and work in the region and to effectively contribute to the community. Participating provinces and territories sign agreements with Immigration, Refugees and Citizenship Canada (IRCC) which permits them to select immigrants who meet their requirements.

Since January 1, 2015, many provinces and territories have launched new Express Entry streams. A nominee must first receive a Provincial Nomination Certificate from the province/territory before submitting an application to immigrate to Canada. After a successful nomination, the nominee must submit an application to the Citizenship and Immigration Canada for Canada Immigration Visa. The processing time of Provincial Nomination Program varies from one Canadian immigration visa office to another.

The province of Quebec does not participate in the PNP. However, the Governments of Quebec and Canada have come to a number of agreements. By this, Quebec has established its own selection criteria for all economic immigrants who intend to reside in Quebec.
